President Buhari: Tell Me If I Should Change Ministers

President Muhammadu Buhari said yesterday that Nigerians should pass a verdict on the performance of his appointed officials during the administration’s first year in office so that he will know if he should change them. Asked if Nigerians should expect changes in his team during this anniversary period Buhari said, “I am waiting for the newspapers to tell me the performance of my ministers and whether I should make changes.”

President Buhari explained why his government took off rather slowly. He said former President Obasanjo, who had experience with hand over and take over, recalled that in 1999 outgoing Head of State General Abdulsalami Abubakar made each ministry to prepare handing over notes and then brief the president-elect, for him to choose what he wanted out of it. He said President Goodluck Jonathan agreed to do the same and asked all his ministers to prepare handing over notes and brief Buhari but they protested at the last minute that Buhari should not be allowed to take over the government before he was sworn-in.

As a result, he said no proper transition took place and after his inauguration he had to take briefings from two ministries a day in order to make up for lost time.

The president also spoke about budget padding. He said though he had been in public life since 1975, he never heard of budget padding until when he saw Minister of Health Prof Isaac Adeoye on television defending his budget before a National Assembly committee.

Buhari said he was shocked when the minister told the committee that he could not defend what he did not propose because the budget had been padded.

He said, “I went [to the National Assembly] and bowed and delivered [the budget] but I did not know that what I delivered was a shell. They removed what they wanted and added other things.” He said when the budget as passed by the National Assembly was brought to him, he refused to sign it because throughout his life he never signed anything that he did not understand.

At one point, he said, Minister of Budget and National Planning Udoma Udo Udoma persuaded him to sign it and he said “I will sign it because I trust you.”

However, he said before he could sign, Udoma read the budget thoroughly and rushed back to him and advised him not to sign it unless amendments were made.

Nobody Can Arrest Jonathan, Ijaw Youths Tell Buhari

Ovie Okpare, Warri

The Ijaw Youths Congress on Thursday warned the President Muhammadu Buhari-led Federal Government not to contemplate arresting former President Goodluck Jonathan over the ongoing probe of massive fraud and embezzlement alleged to have taken place under his administration.

The youths, who converged at the Wellington Hotel Effurrun, Delta State, for the 2016 annual Major Isaac Boro anniversary celebration with the theme, “The ideals of Adaka Boro and the renewed militancy in the Niger Delta: The way forward,” criticised the present administration for limiting its anti-corruption campaign only to the Jonathan regime.

The IYC president, Udengs Eradiri, urged the APC-led Federal Government to probe the Halliburton bribery case under ex-President Olusegun Obasanjo, if it wanted Nigerians to take its anti-corruption campaign seriously.

On the renewed militancy in the region, Udengs, said the opening of the Maritime University, Okerenkoko, Delta State, for academic activities was the first condition for a roundtable discussion with the Federal Government towards ending ongoing militants’ onslaught in the region.

Eradiri said, “People have started discussing. There was a meeting in Abuja yesterday (Wednesday) but I told them that such a meeting would not work.

“If they want us to talk, they must first open the Maritime University and start admitting students, then we would now sit and talk. The same issues for which Adaka Boro and Ken Saro-Wiwa were killed are the same issues the Avengers are raising.

“There are no Avengers anywhere. Settle these issues and the avengers would fizzle away.”

Prominent rights activist, Tony Uranta, who also spoke at the occasion said, “Isaac Boro and Ken Saro-Wiwa died fighting for the emancipation of the Niger Delta, later we had Asari Dokubo, Tompolo and others. But because Tompolo was taken out, new faces have come up.”

Uranta called on Buhari to reassure Niger Delta youths that the amnesty programme would not be cancelled if the peace in the region was to be sustained, noting that there were many beneficiaries who had not gone on training.

He said the cancellation of the programme would further throw the region into another rounds of militancy which would negatively affect the nation’s already dwindling economy.

Police Seals PDP National Headquarters In Abuja

The Nigeria Police has explained why it sealed the the Peoples Democratic Party, PDP, national office in Abuja.
Force spokesperson, Bisi Kolawole, in a statement yesterday said intelligence at the disposal of the Force leadership indicated that some aggrieved factional leaders and members of the party had perfected plans to engage thugs from across the country to join them in threatening public peace and security in Abuja.

This, she said, was sequel to the on-going intra-party leadership crisis in the party and further fallout of the recent political engagements of the Party.
The statement said plan of the brains behind the development was to infiltrate Abuja and attack the Headquarters of the PDP with intent to forcefully occupy the facility.

Continuing it said, “Towards perfecting this criminality, credible Police sources confirm that the actors will mobilise into Abuja with effect from Monday 23rd May 2016 and they intend to march through major streets in Abuja before proceeding to the PDP Secretariat to manifest their intention.

“Consequently, the Inspector-General of Police has directed the deployment of Police assets to secure the PDP Secretariat and protect the staff until the threat to internal security that is being occasioned by the intra-party crisis within the PDP is stabilised.

“The police action is a proactive initiative which is being placed in furtherance to the statutory mandate of the Nigeria Police to prevent breakdown in law and order and protect lives and property.”

Arase, however, warned all actors in the crisis as well as their loyalists to refrain from any act that may threaten public order as the police shall deal promptly, firmly and decisively with such persons or group in line with their legal obligations.

Chelsea end adidas deal six years early as Blues are set to secure new sponsor

04_11182857_61267e_2858058a
CHELSEA have ended their ten-year partnership with adidas by terminating their kit deal six seasons early.

The Blues were contracted with the sportswear giants until 2023 — but both parties have agreed to a mutual termination to take place at the end of the 2016/17 campaign.
The west London club will provide compensation for the £30million-a-year contract, and it is believed they have secured a sponsorship with one of the German companies’ rivals
A statement on Chelsea’s website read: “Chelsea Football Club can confirm we have mutually agreed with adidas to end our longstanding partnership at the end of the 2016/17 season.
“Having begun our relationship in 2006, we would like to thank adidas for their fantastic support and cooperation over the past 10 years. In that time the club has lifted the UEFA Champions League, UEFA Europa League, two Premier League titles, four FA Cups and two League Cups, and we look forward to a successful final year of partnership.”
adidas posted on their official website: “Chelsea Football Club and adidas AG announced today that they have mutually agreed to terminate their existing partnership agreement prematurely. The agreement will now end on June 30, 2017 and not, as originally agreed, on June 30, 2023.
adidas has been sponsor and sportswear supplier for Chelsea Football Club since 2006. This mutual agreement on early termination of the agreement will allow Chelsea Football Club to enter a new equipment agreement with a competitor of adidas AG.
“As compensation for the early termination of the contract, the adidas Group will receive a payment from Chelsea Football Club in 2017 that will already positively impact the Group’s net income this year.

We Will Poison Our Water, Fayose Threatens Fulani Herdsmen

Governor Ayodele Fayose of Ekiti State, on Tuesday, warned marauding herdsmen that have sent many Nigerians to their untimely graves in parts of the country to steer clear of his state or otherwise risk a greater danger for their cattle.
He said failure on their part to heed the warning would lead to the people of the state poisoning the source of water by the herdsmen for the cattle.
Fayose stated this on Tuesday, while speaking on the topic: “Journalism and Politics; two sides of a coin,” at the World Press Freedom Day organised by the Nigeria Union of Journalists (NUJ), Oyo State Council, held at the Dapo Aderogba hall, Iyaganku, Ibadan.
Fayose said the time had come for Nigerians to defend themselves in the face of unwarranted attacks and killings by suspected herdsmen across the country.
Citing the carnage carried out by them in Benue and Enugu states, the governor said Boko Haram appeared to have changed its identity to herdsmen, unleashing terror on innocent citizens of the country,
He said he had instructed his people to poison water with a particular brand of chemical used against fungal attacks in the event of any herdsmen attack in Ekiti.
“It seems Boko Haram has changed identity to herdsmen now. You as journalists must speak out, the killings are under reported. Is it about the mass burial in Kaduna State, the Agatu saga or the recent killing which happened on Monday? Ask questions,” he said.
On his criticism of President Muhammed Buhari, Fayose said he had nothing against the personality of the president, but that the world democracy did not live on old leaders again.
Fayose said it was wrong for the president to believe he could use the panacea he adopted to tackle national problems over 30 years ago as head of state to solve current national challenges.
“President Buhari is too old to rule this country and that is why there is problem in this country now. He is like my grandfather. Nigeria should not produce any president that is over 60 years.
“World democracy don’t parade octogenarians again. Young people should rise up to challenge the older generation. Maybe that is why there is a law that a pilot should not fly an aircraft after 65 years of age,” he said.
Fayose advised journalists in the country to hold politicians accountable for their deeds and character while in office, in order to save the country from going down.
“You are the last hope of common man. When journalists support looters, there is confusion of vision. Journalists should shy away from it. Bad politicians should be brought to justice. Don’t write about issues you don’t know. Don’t rely on what a politician told you of his supposed enemy and don’t inherit his enemies. Journalists must help bring corrupt politicians to justice.
“When politicians are going wrong, let them feel the heat first from you. Most politicians are using journalists in Nigeria for their dirty jobs and they are supporting wicked politicians. Journalists in Nigeria always shy away from the truth because they are self-centred and greedy. As a journalist, you need to discharge your duty without fear or favour.

Gov.Umahi: We Don’t Want Fulani Herdsmen To Leave Our Land

ABAKALIKI—GOVERNOR David Umahi of Ebonyi State yesterday explained that there was no cogent reason for Ebonyi people to demand the immediate withdrawal of Fulani herdsmen from communities in the state, considering the harmonious relationship existing between Ebonyi people and the herdsmen.

The governor, who stated this during an enlarged security council meeting at the International Conference Centre, Abakaliki noted that grazing routes would be created in communities to enable the Fulani herdsmen carry out their duties without rancour and disaffection.

Umahi condemned the attack on a community in Enugu State allegedly by Fulani, describing it as unfortunate.

He called on security agencies to be on the alert and curb all manner of criminalities across the state, even as he directed them to mount surveillance and checkmate the excesses of herdsmen in the state, especially at night.

The governor directed the Commissioner for Justice and Attorney-General, Commissioner for Border, Peace and Conflict Resolution and Special Adviser, SA on Internal Security to come up with a modality on how to set up a community-based committee in liaison with the Police to curb incidences of crimes across the state.

According to him, any student found to be a member of a secret cult group will not only be arrested but would be handed over to the security agencies for prosecution.

He also directed that nobody in the state should collect money from cattle herdsmen as anybody caught in such act will be prosecuted.

The governor, following the absence of two Development Centre Coordinators, Ohaozara West and Ohaozara, Hon. Christian Ngene, and Hon. Eni Odii respectively, suspended them indefinitely.

Herdsmen allegedly kill monarch, nephew in Kaduna

Suspected Fulani herdsmen allegedly unleashed violence on the residents of Southern Kaduna killing the traditional ruler of the Fadan Karshi district in Sanga Local Council, Bala Madaki and his nephew, Emmanuel Tanko, in a night attack. Narrating what happened, a resident of the community who spoke on condition of anonymity, said;

“Prior to the latest attack, the district head had applied an insecticide in his room and was sleeping outside his big compound when the Fulani unleashed the attack. We heard a gunshot and everyone woke up and ran into their various rooms around 10:00 p.m. on Sunday. The gunmen followed the district head right inside his room and killed him”.
Another resident of the community who is a traditional title holder said they now live in fear. He said the gunmen who attacked the community spoke Fulani.
"We don’t know what is happening. We hardly sleep here with our eyes closed since 2013 when gunmen invaded our communities. These gunmen speak Fulani. Many people are being killed frequently, including women, youth, children and traditional rulers. Something must be done urgently.”
Another resident of the community said “It was very hot inside and people were sleeping outside. Around 10:00 p.m., the chief moved into his house with his family. Then some gunmen, who our people said were Fulani, stormed his compound and started shooting. They went into his room and shot him pointblank. They also shot a small boy, Emmanuel Tanko, who was writing his final year secondary school exams. The boy was a nephew of the late chief. Right now, Fadan Karshi is deserted. Shops and service centres are shut. People are either staying in-doors or are leaving the town. No one knows what is coming next. Police are patrolling the streets, but I am not sure if they have any clue about the murderers. I want you to recall that this was the district head that received former governor, Mukhtar Yero, on September 22, 2014 when our women protested half- naked because of the scale of killings by the Fulani going on at that time. Today, the type of killings going on is murdering of isolated people. Cattle are also grazing freely on people’s farms in these areas of Sanga and people are afraid to do anything about it. Now, they are targeting people and eliminating them. What people are saying about the killings of our district head is that he might have been killed by the Fulani who have a grudge with this community and the ruler.”
Meanwhile the state Governor, Nasir El-Rufai, has condemned the killings and appealed for calm .

Photos: 26 migrants from West African countries rescued, 84 missing after boat sinks off Libya Coast

Eighty-four migrants are still missing after an inflatable dinghy carrying 110 migrants from various West African states sank off the coast of Libya, according to the International Organization for Migration (IOM) on Saturday, April 30.
The boat was found taking on water in rough seas after the Italian coast guard received a satellite phone call. It diverted the merchant ship to rescue survivors and bring them to Italy, BBC reports.

Twenty-six people were rescued from the boat and were questioned overnight, AP reports.
"According to testimonies gathered by IOM in Lampedusa 84 people went missing," IOM spokesman in Italy Flavio Di Giacomo wrote on his Twitter feed.
Mr Di Giacomo told AFP that the survivors indicated 110 people, all from assorted west African states, had embarked in Libya.

In an e-mail, he added that the vessel "was in a very bad state, was taking on water and many people fell into the water and drowned".
"Ten fell very rapidly and several others just minutes later."

Earlier on Saturday, Italy's coast guard said an Italian cargo ship had rescued 26 migrants from a flimsy boat sinking off the coast of Libya but voiced fears that tens more could be missing.
The coast guard received a call from a satellite phone late Friday that helped locate the stricken inflatable and called on the merchant ship to make a detour to the area about four miles (seven kilometres) off the Libyan coast near Sabratha. Rough seas and waves topping two metres (seven feet) hampered attempts to find any other survivors.
The rescued migrants were transferred to two coastguard vessel and taken to the Italian island of Lampedusa. Images released by the coastguard showed two women wrapped in shawls and blankets stepping off one of their vessels.
An IOM spokesman said five unaccompanied minors aged between 16 and 17 were among those rescued.
More than 350,000 people fleeing conflict and poverty have reached Italy on boats from Libya since the start of 2014, as Europe struggles to manage its biggest migration crisis since World War II. Most of the 27,000 people who have made it to the Italian coast this year hail from Nigeria, Gambia and Senegal.
Some 500 were rescued on Friday by monitoring vessels in the area while Mr Di Giacomo said two bodies had been spotted in one inflatable craft.
The UN High Commissioner for Refugees estimates 1,261 people have drowned in the Mediterranean this year, chiefly on precarious voyages to Greek islands, in desperate attempts to secure a new life.

"During routine crime prevention patrols K9 security members spotted the man at a wifi area next to the school where children use the wifi hotspot," said Silverton Police spokesperson Jan Sepatu.
Police officers, K9 members, Mathys Heyns and Frank Brink who responded to the tip off, are pictured holding the confiscated drugs. The suspect will soon appear at the Pretoria Magistrate’s Court for drug dealing.
"We would like to thank the community, K9 members, Mathys Heyns and Frank Brink for responding to the-tip off," Sepatu said.
